Write a theme's color-scheme and --g3t-* tokens inline, to <html>
by default or to options.target. Returns a dispose that puts the
element back the way it was: every property this call set is removed,
or restored to the inline value the host had there before.
This is the store-free door for a host that owns the lifecycle
itself (apply on mount, dispose on unmount). The store's
setTheme / setCustomTheme go through the same writer against the
store's target, so a host that wants ThemeSwitcher and workspace
snapshots to keep working sets setThemeTarget instead and calls
clearTheme on unmount.
